RESOLUTION FOR MDG

EXCERPT FROM THE MINUTES OF THE REGULAR SESSION OF THE SANGGUNIAN PANLUNGSOD OF ESCALANTE CITY HELD ON THURSDAY, SEPTEMBER 9, 2010 AT THE LEGISLATIVE BUILDING AT 2:40 IN THE AFTERNOON.


RESOLUTION NO. 2010-078

A RESOLUTION AFFIRMING OUR SUPPORT AND COMMITMENT FOR THE LEAGUE OF CITIES OF THE PHILIPPINES (LCP) AND THE UNITED NATIONS’ JOINT ADVOCACY IN THE ATTAINMENT OF THE EIGHT (8) MILLENNIUM DEVELOPMENT GOALS (MDGs) BY THE YEAR 2015, THAT WILL AT LEAST ENSURE THAT DEVELOPMENT INITIATIVES ARE EFFECTIVELY ERADICATING POVERTY AND PROMOTING SUSTAINABLE HUMAN DEVELOPMENT.

WHEREAS, in September 2000, one hundred and eighty-nine (189) UN member-countries -- rich and poor alike -- reaffirmed their commitment to peace and security, good governance, and attention to the most vulnerable with the adoption of the Millennium Declaration;

WHEREAS, the Millennium Development Goals (MDGs) are a set of eight time-bound, concrete and specific targets aimed at significantly reducing, if not decisively eradicating poverty, by the year 2015:

WHEREAS, containing commitments to achieve the eight MDGs and the specific targets under them by 2015, the Millennium Declaration reflects the vision of entire nations, working together with international and country-based organizations, to wipe out poverty and the worst forms of human deprivation, and lay the foundations for sustainable human development by the year 2015;

WHEREAS, the overarching need is to ensure that the MDGs are integrated into and given top priority in each committed country's development planning efforts: with efficient monitoring, localization, and advocacy systems put in place; crucial financing secured; multi-sectoral support mobilized; and an enabling environment created with an MDG-responsive policy framework and legislation;

THEREFORE, BE IT RESOLVED to affirm as it hereby affirms our support and commitment for the League of Cities of The Philippines (LCP) and the UNITED NATIONS’ joint advocacy in the attainment of the eight (8) Millennium Development Goals (MDGs) by the Year 2015, that will at least ensure that development initiatives are effectively eradicating poverty and promoting sustainable human development.

ESCALANTE CITY RESPONDS TO LEAGUE OF CITIES’ CALL TO “STAND UP TAKE ACTION, END POVERTY NOW” CAMPAIGN




Mayor Beboy Yap of Escalante was one among the 20 cities who responded to join this year’s “STAND UP AGAINST TAKE ACTION, END POVERTY NOW” also known as SUTA campaign of the League of Cities of the Philippines (LCP) in line with its commitment to the United Nations to push for a massive information campaign and awareness regarding the Millennium Development Goals. World Leaders will meet on September 18, 2010 in New York for an MDG summit in order to assess how far each participating country has gone in terms of its effort and consciousness in attaining the MDG since it was collectively signed in September 2000. The advocacy shall culminate on September 2015.
The city launched its series of activities for SUTA campaign with Mayor Beboy Yap meeting the community of priests of the order of Carmelites of the Our Lady of Mount Carmel Parish on September 6, 2010 to brief them with the data from the Community based Management System (CBMS) which was accomplished in 2006 particularly poverty indicators and socio economic profile of the city’s 21 barangays. Escalante City was among the pilot cities in the entire Philippines to work on the comprehensive database with the help of a nongovernment organization. City Planning and Development Coordinator Godofredo Reteracion gave insights and analysis and also provided the priests with information on the efforts of the city government in order to address economic issues and gaps.

The priests were also informed of the city government’s commitment to conduct massive SUTA awareness in relation to MDG summit and agreed to be an active partner in this advocacy. The church will be ringing its bell for 10 minutes on September 18 for the Global Noise barrage at 12 noon.
Since the city is also celebrating its Tourism Month Celebration for the month of September, information regarding MDG and SUTA campaign was given out during its various activities. On-the-spot Painting contest participated in by elementary and secondary students was held last September 8, 2010 in which participants were able to receive MDG advocacy pins and ID slings.

The same were also given out for the participants of the Quiz Bee for elementary and secondary. At the end of every activity, information about the advocacy is being explained to the viewing public.

City Government approves Resolution No. 2010-078 affirming support and commitment to SUTA Campaign
Last September 16, 2010, the Sannguniang Panlungsod of Escalante headed by Vice Mayor Ester M. Ampil duly approved by Mayor Beboy Yap passed and approved Resolution No. 2010-078 whiche hereby affirms and approves the city’s support and commitment for the League of Cities of the Philippines (LCP) and the United Nation’s joint advocacy in the attainment of the eight (8) Millennium Development Goals (MDGs) by the year 2015, that will at least ensure that development initiatives are effectively eradicating poverty and promoting sustainable human development. Mayor Beboy Yap has expressed his strong support towards the advocacy stressing that all his programs and projects are geared towards the attainment of the MDGs in the LGU level.

The City Tourism Office spearheads the culminating activity today, September 17, 2010 with the tourism staff wearing the advocacy t-shirts and pins. The advocacy billboard has also been posted all throughout the month.

Escalante City Officials and Filipino-Chinese Organizations Inaugurate Classroom Buildings




“If there is one thing that we can promise to show how grateful we are for the gifts that you have given us, that will be to take care of these classrooms and be one with you in providing a conducive educational facility for the children of Escalante city,” was a promise made by Mayor Beboy Yap of Escalante city to the donors and benefactors of the 2 units, 2 classroom buildings to Pinapugasan Elementary School which is located in a far-flung barangay and Washington Elementary School in Escalante City.
Members of the Federation of Fil-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII), Northern Negros Fil-Chinese Chambers of Commerce and Industry, Inc. (NNFCCCII), Southern Negros Fil-Chinese Chambers of Commerce and Industry, Inc. (SNFCCCII) gathered around together with the city officials headed by Mayor Beboy Yap, SP Members Eddie Villalon, Jojo Gabriel and Virgie Pastor, the chair of the committee on Education during the Joint blessing and Turn-over ceremony of the above-mentioned projects. They are also joined by the Division of Escalante City OIC SDS Frank A. Trio and other DepEd Administrators. This event took place on August 5, 2010 at 9:00 am at Washington Elementary School. They also given out books to the 2 school beneficiaries.
Mr. Edwin Geroso and Mr. Alipio Linogon, principals of respective schools together with the respective Brgy. Captains are very thankful to have become the recipients of the donations for this year. A number of classroom buildings have already been donated to other schools by these organizations since Mayor Beboy Yap assumed office in 2007.
The blessing of the classroom building were officiated by Rev. Fr. Jerry Sabado, O. Carm. The two donors, Mr. Eduard Chua and Mr. Reynaldo Yap Go were very pleased to see the happy faces of the pupils who also witnessed the affair. Other members of the Filipino-Chinese community who attended were Carlos Javellana , Antonio Cosing, Jimmy Ching, Joseph Redulla, Carlos Legaspi (Project Coordinator of Barrio Schools), Lucio chua (president of SNFCCCII), and Adolfo lim (former president of NFCCCII).

Escalate City Celebrates Nutrition Month the entire of July

Nutrition month celebration of Escalante City opened one day ahead as it was launched during the annual fiesta of brgy. Alimango, home barangay of Mayor beboy Yap on June 30, 2010. A feeding activity was conducted to hundreds of children of the said barangay.
It was then followed by a massive education drive across the 21 barangays from the 2nd week to the 3rd week of July stressing the importance of good nutrition among kids and family. A number of malnourished children were being monitored by the city’s Nutrition council.
Mayor Beboy Yap believes that celebrating nutrition month should not be costly and extravagant. What we need is a sustainable program that is cost-efficient and will truly address our malnutrition problems.
As the celebration wrapped up, the celebration culminated with various activities such as Healthy Baby and Cooking Contest on July 30, 2010 at Escalante Central Elementary School which was spearheaded by the City Health Office which is under its new department head, Dr. Lolita Legaspi and participated in by different barangays.

NEDF RECOGNIZES ESCALANTE AS PARTNER FOR DEVELOPMENT



“You will never know the capability of your people unless you help them help themselves”, were one of the inspiring lines delivered by Mr. Antonio G. Cumagon, one of the remaining 2 founding members of Negros Economic Development Foundation (NEDF) and the keynote speaker during its 40th Charter Anniversary held last July 24, 2010 at Sugarland Hotel Bacolod City. The program started at about 10 in the morning which was followed by a lunch buffet and ended around 2 in the afternoon.
Being one of its strong partners over the years, Escalante City received a plaque of recognition from NEDF. The award was received by Vermont Khan L. Juvahib, the new head of the City Tourism Office in behalf of Acting Mayor Ester M. Ampil. Mayor Melecio J. Yap Jr. is currently on-leave until the end of July.
Various programs are being implemented by the city with the assistance of NEDF such as the socialized housing project and the Maternal Need and Child Health Need programs.
NEDF is a foundation founded 39 years ago by 5 concerned Negrense, The Late Carlos L. Locsin, Msgr. Antonio Y. Fortich, Eriberto V. Garcia and 2 remaining founding members, Antonio A. Cumagun and Antonio J. Montinola. The foundation gave awards to its most loyal partners on its development projects, various organizations and LGUs, all members of the Board of Trustees, officers and staff who are with the foundation 15 years and above.

MAYOR BEBOY YAP AND HIS TEAM KNOCKS DOWN OPPONENTS
Mayor Beboy yap, his team and all his supporters must have felt vindicated against all the mudslinging and black propaganda brought about by the recently concluded elections when his entire team Yap-ampil scored a landslide victory against former mayor barcelona’s party. A whooping 17-0 (from Congressman Jules ledesma, to governor Freddie Maranon down to the sangguniang panlungsod) to almost all precincts in the 21 barangays paved the way for the COMELEC and City Board of Canvassers headed by Atty. Salud Villanueva to proclaim Mayor beboy Yap’s team as winners at about 2am of May 12, 2010. A slight delay was brought about when one PCOS machine failed to transmit its results. The BEI concerned, with the assistance of the COMELEC had to use another PCOS machine to successfully transmit results which was done almost midnight of May 11.
Mayor Beboy, now on his 2nd term, leads a very wide margin of 26,563 votes against barcelona’s 12,953 votes, with a difference of 13,610 votes. Yap was able to get an overwhelming 67.77% of votes out of 40,609 escalantehanons who actually voted while Barcelona only got a meager 32.78%. Escalante City has more or less 51,000 voters.
On the other hand, Vice Mayor-elect ester Ampil had shown her strength over opponent then number 1 councilor Rose Manguilimotan. Ampil got 65.15% or 24,184 votes against manguilimotan’s 34.85% or 12,934 votes. Ampil has consistently been in the action with all her programs and social projects across the 21 barangays.
Sangguniang Panlungsod was just the same, all 10 councilors from Team Yap-Ampil will soon be occupying the seats in our city council, namely: Maravillas, crisme, Gabriel, Zamora, torres, Mendoza, pastor, encarquez, Francisco and villalon. A wide margin of 5,026 votes made the 10th placer villalon safe against Talita who occupied the 11th slot.
The victory of Mayor beboy and his team reflects the overwhelming support of the people of escalante from day one of the campaign up to the last moment of the electoral process. This can be attributed to the outstanding performance of Mayor beboy how he managed to implement various infrastructure projects such as road concreting of major roads in the barangays, integrated bus and jeepney terminal, coliseum and many others on top of its socio-economic projects. The good mayor must have gained more votes and sympathy when opponents started to resort into black propaganda and below-the-belt fabricated stories and accusations.
Needless to say, Escalante city is on the right track towards becoming a more progressive, competitive and dynamic city in North Negros.

On-going One-stop-shop business permit program

Good news once again for those who would like to put up new businesses for Escalante City!

on its 3rd year now, Mayor Beboy Yap has again spearheaded a one-stop shop business permit issuance and renewal at the 2nd floor of the City Government center. starting in the first week of january until january 21, 2010.

This is in connection with an executive order issued by the good mayor in 2007 streamlining the requirements for the issuance of new and renewed business permits to foster speedy transactions and convenience for our new business clients.

Escalante city was one among the pioneering partners of the department of trade and industry, western visayas university, iloilo city and GTZ Inc. a german organization who is conducting a study for this program.

Mr. Wilfredo Ruiz, the city treasurer is very happy for this program since his department has noted a modest increase of new business applicants every year since it was launched few years back.

Escalantehanon, let us all wish goodluck the one and only talent who qualified for the official audition for Pilipinas Got talent on January 22-23, 2010 at SM Cebu City, Nicoline of Escalante Central Elementary School. She belted her heart out singing a kundiman piece last December when ABs-CBN Bacolod staff went over to conduct the pre-audition screening. More than 100 aspiring talents auditioned that day at ECES. PGT will air soon in ABS-CBN. Watch out for more details next ish about this talented Escalantehanon!!!

Accomplishment Update 2009...

Dr. Jose Neil Timogan might have left Escalante City for a more promising life in Canada but for sure, he had painstakingly served the 21 barangays for the year 2009 with so much effort and generosity under Mayor Beboy Yap's medical mission program to the barangay.

From January to December, Dr. Timogan and his team have served more or less 6,500 patients in different barangays. The medical mission is integrated in the mobile social services which Mayor Beboy Yap has championed for the year 2009. This includes Medical mission, eye-care program which is being taken cared of our Women's Council headed By SP Virgie A. Pastor, feeding Program handled by SPM Ester Ampil, free massage, haircut, film showing and a lot more.

A salute to the men and women who participated in and are taking part in this very worthy endeavor.

These fulfill one of Mayor Beboy's dreams that is to bring some of our basic services closer to the lives of the escalantehanon.

Meanwhile, around 6004 Escalantehanons were able to avail of our Public Employment Service Office (PESO) programs from mid 2007 to 2009. This includes employment program for overseas employment, local employment, summer jobs for our students, passporting services, technical assistance ofr self-employed fellows and other services.

This strengthen our present administration's policy which is to open more opportunities for our fellow Escalantehanon.

EGRA celebrates Post Christmas Party





These photos are taken during the Post Christmas Party of EGRA or an organization of retired government employees last January 2, 2010 at the groundfloor of the City Government Center. The event was attended by no less than the City Mayor of Sagay, Mayor Freddie Maranon who was the honored guest of the occasion. Mayor Beboy Yap was very happy seeing our retired professionals continued to be very active and supportive to all his undertakings.

Our retired professionals have shown their enthusiasm during song and dance numbers.

Update!!! CONTRACTOR INSPECTS SITES FOR CLASSROOM BUILDINGS

OX Builder, the contractor for the proposed donation of 2 units of 2-classroom building from the Southern Filipino Chinese Chamber of Commerce and Industry, Inc. – Bacolod Chapter as represented by Mr. Carlos Javellana is doing an ocular inspection today at Pinapugasan Eelementary School and Washington Eelementary School, respectively, all from Escalante City. They are being accompanied by Engr. June Vaflor of the Special Projects Section of the City Mayor’s Office.

Mayor Beboy Yap is very much thankful for the continued support and assistance being extended by the group from the very start of his administration. It can be recalled that the same organization donated 1 unit 2-classroom building at Dian-ay Elementary School last 2008. He is looking forward for a more fruitful partnership with the Chinese communities in the year of the tiger.

Escalante City Closes the year 2009 with a Bang!

Mayor Beboy Yap of Escalante City must have been in 9th heaven as most of his plans for development for 2009 were implemented. Paskuhan 2009 celebration which opened December 16 and culminated December 23 was a huge success. Thousands of escalantehanon participated in the annual torch parade and were able to witness the inauguration and blessing of the newly constructed City Plaza Fountain-Lagoon which is now inviting spectators and offers a relaxing view for kids and adults alike in the newly renovated City Plaza. The annual 15-minute fireworks display also wowed the crowd which was followed by the switch-on ceremony. It is good to note that many business establishments and private institutions responded to the light-a-tree contest this year compared to the previous years.
The blessing of the newly-acquired 35-seater Mini Bus of the city was done earlier of the same day. This is in addition to the 65-seater bus which was previously acquired in order to cater the growing need of the Escalantehanons for a convenient transportation during activities and tours.
This year’s paskuhan 2009 offered a wide variety of spectacles such as Kris Kringle Contest participated in by elementary pupils across the city, Daygonan Competition which featured the secondary students from various high schools in the city, the city government employees Christmas party which presented various performances from various offices and agencies, a fashion event sponsored by our para-teachers of Local School Board funded literacy workers and the Brgy. Balintawak annual fiesta highlights such as the grand finals of the Balintawak Song and Dance Icons 2009 and streetparty.
Furthermore, Mayor Beboy Yap personally gave out giftpacks and “pamaskwa” with his Oplan: Nochebuena activity to more or less 15 thousand indigents around the city. As he said, “wala’y kabutangan ang akong kalipay nga mataga-an bisag gamay lang nga pang nochebuena ang atong mga kaigsoonan karong panahon sa pasko.”
Last December 26, 2009, the newly constructed Bureau of Fire Building located at Brgy. Jonob-jonob fronting the new Integrated Bus Terminal which is almost done was also formally turned-over to the agency. This will be followed by the inauguration of the newly constructed BJMP building which will be inaugurated sometime in January 2010.
The good mayor is very optimistic as 2010 starts with all his pending projects such as the on-going construction of the city coliseum, the slaughter house and the implementation of the city’s housing projects.
